Problem with this tool (or with Windows in regards to it's changes, or both) is that it goes back to default Windows' default setting after awhile. Next day you try to get into this tool, it will show you 1.0 ms and after a slight delay of inactivity it will show you that Windows is back to 10 ms. This tool only changes the setting temporarily.. I don't know how long the change lasts but it's not permanent. All your tests with changed setting might be in vain if the change doesn't last longer than 1 minute or so. Sounds like this software tool is like a toy in that regard--you set it to a different value, it changes the value, then the value goes back to what it was before.. at least that's what I observed.
