Greetings,

Not quite sure what you mean by 'there is no uninstaller'.
- The game clearly shows up in the control panel under the 'Programs and Features' location allowing you to uninstall it.

Your initial install failure was at the;
Error 0x80070643: Failed to install MSI package.
Error 0x80070643: Failed to execute MSI package.
Error 0x80070643: Failed to configure per-machine MSI package.

And the game was installing into AllUsers location rather than under your user name.
- Did you allocate the installer to elevated admin status to allow installation under your user and windows locations?

Just a thought as that is the initial failure point,
9erRed

if you are having problems initially then uninstalling and attempting to reinstall there is a number of variables which might be the problem

Hard drive failure - do a scandisk on your hard drive and let it run over night

Virus - generally infects software and makes the os unstable which may than more likely be the initial problem

Internet - possibly you're getting packet loss which causes error in downloading files a big problem

First I would try right-clicking on the installer and select Run as administrator. Hopefully that is the problem.

Another option that might help is downloading CCleaner (shareware, not crippleware) and using the registry cleaning option. FTR, its the ONLY program I let touch the registry, otherwise I dive in and do it myself.

Thought is it might clear some junk out that is causing the installer to choke.

If that fails, try the below...
Method 1: Let us make sure that Windows Installer service isn’t disabled.

Follow these steps to start it:

a. On the desktop, press Windows key + R to open the Run Dialog.
b. Type services.msc in the Run Dialog, and then press Enter to open Services.
c. Right-click the Windows Installer service, and then click Properties.
d. If the Startup type box is set to Disabled, change it to Manual.
e. Click OK to close the Properties window.
f. Right-click the Windows Installer service, and then click Start. The service should start without errors.

If that fails, try rebooting. ;) Seriously though, if nothing else works, reboot if you haven't in a long time, conceivably could be some Windows updates pending. Check Windows update if you don't have auto updates turned on. If all that fails, put in a ticket to support, and let us know here either way, in case something works we can pass it along to others :)
