Contract Length Preventing Joining Unit

I have a person who is attempting to join my unit, but they are unable to do to an error message they are receiving. It says something along the lines of because the our contract lengths are different, they are unable to join my unit. I'm on a 4 week contract, with roughly 11 days left, and they are on a 2 week contract with 10 days left. Can someone explain this to me?

Will this be an issue with other new members if I switch over to a permanent House contract, and they are not permanent?

Also, is there a way to upgrade my 4 week contract to permanent without having to wait the remaining time?

Happened to me and friends. Looks like that someone will have to wait for his contract to expire, then he will be able to join you.
