Does Marik even have a high council equivelent? I checked the Marik subforum and I know they have an enjin site but other then one or two people in charge of the larger units I haven't found anyone who could properly be considered to be in charge.

They aren't as organized as we are. Liao is also very loosely organized if at all. Diplomacy with them may be somewhat difficult without official ambassadors or leaders to contact.

You just show up, hang out and talk with folks. You just need to do it for a bit and let everyone say their bit and realize that some of them will fiercely disagree - but they're still Marik.
It's Civil War country. Nobody shoots a Marik like a Marik. They just do it and go back to shooting others.

Marik? More so. Liao tends to be unified by common goals more than direct C3 structures. Then again, it also means we tend to be less fractious in general.
