Tried doing a search and didn't see anything about this, but can you simply gift yourself a mech? I want the maddog C and is pretty cheap. Do you simply get a gift code to"email" someone but instead you can use it? or how does it work?

You get a gift code.
You can give that to someone else or use it yourself. It's completly up to you.

You can not gift mechs or other ingame items though. Only those you buy with really money through your credit card, paypal or similar payment system.

Trading within the game is a bad idea as it usually leads to goldfarmers and real money resellers. Drawing income away from the developer into a black market. it also gives incentives to hack accounts to steal the content (to later sell it on the black market).
