Well, the idea behind quirks seems to be that not all guns are created equal. The AC20 mounted on a Hunchback is probably different from the AC20 mounted on most other mechs. Maybe the cannon itself is different, maybe the ammunition is different (unique caliber weapons often require unique caliber ammunition), maybe it's both. Maybe one AC20 fires rifled shells while another fires smoothbore shells, and the latter has more accuracy at long distances, hence a 20% range bonus in MWO.
In the case of ammo quirks, the idea is basically that you're making a weapon with smaller caliber, which is basically as destructive as the bigger version. Through some miracle of technology, its rounds are smaller, yet have the same projectile speed and other characteristics. The weapon itself isn't smaller or lighter, it just has a different caliber. Its only advantage (though in the case of the Hunchback, there are several AC20 quirks) is the fact that smaller caliber ammo = more ammunition.

I said the HBK-4G was a tier 5 mech based on the original list put out by Russ. Where are you seeing it as a tier 2? I'd love to update my info if it's out of date.

This would actually be a way PGI could better balance weapons. Give superior weapons less ammo per ton and inferior weapons more ammo. Extra shots for MGs and AC2s and fewer shots for Gauss......
