Hello.
My specs are:
MoBo ASRock B68C-S UCC
AMD Phenom II X2 550 BE (unlocked to 4-core) @ 3.1 GHz
AMD Radeon 6670 HD 1GB DDR5 version
4GB of DDR3 RAM

My problem is that my CPU or GPU is not running at 100% all the time so my FPS are only around 40...and sometimes GPU peaks up to 100% of use and THEN I have 60-65 FPS.I wanna know how to make game use my GPU at 100% all the time so I can play on 60 fps

If your gpu is way below 100% when the fps drops you're probably cpu limited.

Could try overclocking the cpu, or getting a new cpu/mobo, maybe wait for the next round of intel cpu's, not that far off supposedly.

Probably CPU limited. Would help to know what settings OP is using.

Either way, OP says "Phenom II X4 (unlocked to 4)" so... what was it originally? An X4 is always 4 cores. That could lead to a tiny amount of instability.

Here's the real deal, though, OP: You're using an AMD CPU that is generations old at a clock speed that on a new Intel chip we would still consider too low for pushing CPU-related settings at all. Let's start by lowering some settings. If you're already running everything at low settings, then it's time to upgrade. Save your pennies and grab a new Intel chip, preferably a Haswell or Haswell refresh chip with a high clock speed (or unlocked K series). Broadwell will only give a 1-5% performance difference depending on the application so there isn't much reason to wait unless having a lower TDP by a few watts is an absolute demand (it usually isn't).

Yea edited my 1st post.
i do not know if you understand it.My CPU(any core) is NEVER going to 100% and gpu is going sometimes to 100% then THEN I have 60-65 fps.My problem is that GPU is going full only sometimes...most of the time not and bcuz of it I have only about 40 fps stable and I DO NOT KNOW why. That is what I am asking about.
Why I do not have atable 60 fps if I know I can have it when my CPU/GPU is not running at 100% usage.
My RAM is also used only at ~60% so I do not see problem here.
I run at lowest config except resolution.

Not sure what the reason is, if it's randomly happening then I don't know what to tell you. If it happens with missiles and lasers flying everywhere then the older hardware could be the problem.

Intel CPU's do provide better performance per core, but AMD tends to be cheaper if you're looking for that. I have an AMF FX 8320 for my CPU and a NVIDIA GTX970 for my graphics card and it works perfectly. If you're looking for a cheap CPU right now then an AMD FX 6300 should do just fine, pretty sure the only difference between mine and that one is that I have 2 more cores to not use.

There are some complaints of this happening in Crysis 3 and using this program to adjust the timer in windows while playing helps. A buddy plays on an AMD system and I had him try this and his fps average improved, not a whole lot but he said 5fps easy plus more stable fps (no more huge drops to 15, lowest he saw was 35 with average of 45-50). And no this is not a hack, search for timer resolution on Google.

Just a Wild Stab in the dark here, But are you Running at the Max Resolution (1080P if you have a 1080P Monitor), if not I'd give it a try along with maybe moving some GPU Dependent settings like Textures/Object Detail/ETC. up to see if it makes a difference? also, are you using DX9 or DX11? vsync on or off?

Windows moves threads from core to core, you don't have to see a core on 100% to be cpu limited.

If I start 1 thread of prime95 on my pc I will see all cores evenly loaded, even though it's just 1 thread maxing 1 core at a time.

Add "sys_MaxFPS = 42" to your user.cfg, let us know what changes …

Nothing.I have max of 42 fps and my GPU and CPU are not loaded at 100% anyway...

If you're not gpu bound you're cpu bound.

You are cpu bound by the looks of it, even though your gpu is pretty slow too. Like I said you don't have to have 100% cpu load to be cpu limited, and it doesn't have to show 100% on a core either.

I just ordered CPU FX 6300 + MoBo MSI 970a-g46 ... hope it helps.Next one will be upgrade graph card...not sure if GTX 960(or even older 780?) or any R9/7 gaming variants...
Thx for tip on processor :)
