It's inconsistent at best, but they are both more or less "effective". However, in terms of JJs and falling... one leg will be taking more damage than the other (guess which one - you'd be surprised at the results!).
More armor is better than more structure, even @ equal values... but given what's in the legs (just JJs), it's not that big a deal in the grand scheme of things. Still, consistency would be nice.

It's actually more useful than people give it credit for. I wrote a post/thread about it, and you would be kinda surprised what it can do.

I actually think this is a genuine mistake. 
On the spreadsheet that was posted on the forum they are both supposed to be structure.
