If locking your arms to your torso raised the arms of 'mechs with lower arm actuators, this would make lower arm actuators much more useful, and would give 'mechs with all low-slung weapon mounts a way to not die to waist-high hills (Atlas, I'm looking at you).
It shouldn't require that much to code; the arms should already be rigged, so it's just a matter of adding a 'straighten arms' animation to the upper body rigs of the appropriate 'mechs.

Basically, this would give the following choice:
Arms locked - arms fire from shoulder-level, but arms aren't blocking side torso shots very well, and arms can't aim side-to-side
Arms unlocked - arms fire from around hip level, but can aim side-to-side and tend to block side torso shots better.

I'd back this up. This would majorly help some chassi with knuckle-dragger hardpoints like the Atlas and Cataphract be competitive with the newer mechs out, though some of those would also majorly benefit, such as the Black Knight.
Might be tricky with some mechs that have somewhat odd arm geometry, such as the Timberwolf. Would, however, also make lower arm actuators worth taking on Omni's (this is largely opinion- I usually drop the lower arm to throw on the extra DHS or bigger weapon, though your mileage may vary of course)

Do we not already have enough ridge hugging massive alpha striker options?
