Im not sure the reasoning behind starting brand new players that login to the game for the first time at Tier 4 instead of tier 5. We need to retain the new Steam population as much as possible. Having them start at Tier 5 would ensure them of having some kind of early success and earn more Cbills to get their first mech

I´ve asked the same thing.
As a newbie, I didn´t know any of the maps (still don´t really know them, btw), I didn´t know half the stuff on my mechs (ECM? What the hell does that?), I had never heard of torso twisting or any of the fancy things you´re supposed to do during a battle, but I am in the upper tier-4?
Seriously?
Note: I´m still darn bad, but at least I usually get 3-digit damage numbers now.

1 lower tier below default tier is good idea. New players should not start game in total abyss, imho.
If players base numbers could provide this, i believe new players should have they own tier (for first few dozens of matches), then they will go into 4th or 5th tiers, depending on they successes.

December Road Map confirms that new players will start at T5.
"Change to PSR Tier for new players
With the expected influx of new players through Steam we have adjusted the starting PSR value for new players down from Tier 4 to Tier 5 status. This should help new players with the initial learning curve, and allow them to settle into their initial skill level. "
