Not sure if name and shame.

He probably had terrible frame rate or something. Or he was T5, but since that was group que, he was dropping with someone T1 or T2.

His max speed is only 60. Probably had no speed tweak. His rate of torso twist looked slow judging by how far the o got from his crosshairs when aiming.. Might've been fighting the inertia of the upper body the whole time.

Wouldn't be surprised if he was lvling basic techs with undersized engine.

I regularly have people 10 times worse than that on my team in pug queue.

iv had a few team splats you got to be careful with that thing
