Make tier 1 and 2 solo que players eligible for mid-range group que buckets as space filler.

Group que gets less wait time, tier 1 and 2 solo players get a challenge, and tier 3 solo players get a more fair game without all the angry salty seagulls clogging up the bucket pipes.

If it really is an issue, you could give solo players a notification that they've been bucketed into group que as filler, and give them a 1.5x cred and xp boost if they win.
