Use a sharp tiny semi opaque brush for scratches. I paint them into a mask channel on a layer of pure white. Then you can tint the white layer to get the right look later. I use a tablet, but sometimes I just use a mouse. Same results.
You want to completely paint over the pencil lines of the original concept art that depict the edges facing you. That's the most important thing if you want it to look less like a technical drawing.
Separate layers for everything, use mask channels to paint in/erase different colour layers, paint fast and rough and then refine it when you find a design you like.
If you want to apply a texture, I use photoshops liquify filter to shape it onto the mech in sections.
Keep looking at them on different days and change the weakest things you see. You might even have to undo hours of work if its not working out, but that's just the process sometimes.
Apart from fun, the other reason I do these is because I can fit 5m sessions in-between MWO matches
