Concord of Kapteyn + FedCom Accords

As we all know, Clan invasion, coming in year, is unavoidable. Lyran Commonwealth, Draconic Combine and Free Rasalhague Republic will face one of the most dread threats in history of Inner Sphere.

But also we have 3 other major powers, placed at other side of Inner Sphere and not affected directly by invasion: Capellan Confederation, Free World League and Federated Suns. No doubts, an opportunity to fight Clan invaders and use trophy clan technology strongly affects initial faction choise for plenty of people, and we could have a situation, when most of players will populate LC, DC and FRR, while other states become underpopulate.

Maybe I risk to play a Captain Obvious, but I want to offer a thing aimed to remove this kind of disbalance, based on well-known in-universe documents: FedCom Accords and Concord of Kapteyn. Here are some quotes from sarna:

AFAIK, some Davion military forces helped Lyrans to repel clanners, but never heard that СС or FWL gave any military help to Combine (if anyone knows anything about this, I'll be glad to hear it too), but maybe it's possible to say, that this help just wasn't mentioned in annals.

So, what is my suggestion: to allow СC, FedSun and FWL players to fight versus clans on Combine and Lyran Commonwealth side as allies - just to be sure that everyone will be able to get part of fun regargless of initial faction choise.

Reading Luthien Scenario Pack I've remebered that FedSun sended help (Kell Hounds) even to the most bitter rival - Draconis Combine. Of course, Kell Hounds are nercenary unit, but I belive, it is a sort of precedent which can be used to aid my suggestion.

Seems like the the Concord of Kapteyn had kind of petered out by the time of the Clan Invasion.

If memory serves, the FWL started producing war materiel for the factions fighting the clans, and that included the FedCom.

Field Refit Kit

Developed as a desperate response to the superior technology of the Clans, Field Refit Kits (also referred to as Field-Modification Packages and as Upgrade Kits) were packages of Star League era military hardware intended to enhance the abilities of pre-constructed BattleMechs, Combat Vehicles and AeroSpace Fighters to hurriedly close the gap with the invaders.

Overview
The concept came about in 3051, during a lull in the Clan Invasion, Jaime Wolf, of the Wolf's Dragoons called a conference on Outreach. All the heads of the various Inner Sphere houses and several mercenary leaders were invited.

At the end of the conference Captain-General Thomas Marik struck a deal to supply the Federated Commonwealth, Draconis Combine, and Free Rasalhague Republic with Star League-era military hardware. In return, Thomas' son Joshua began undergoing treatment for his leukemia at the New Avalon Institute of Science. Remaining largely uneffected by the Clan war, the League's military industrial complex expanded more rapidly than those of the war-ravaged nations, with the AFFC, KungsArme and DCMS buying whatever they could, even after the Truce of Tukayyid.

The bulk of these League manufactured BattleMech kits went to the Draconis Combine, and as the Combine's industries tooled up to develop their own versions of these kits, the FWLM also reaped the benefits to upgrade their own forces.

The Free Worlds League also developed a number of vehicle upgrade kits, however with the FedCom and Combine focused on 'Mechs, only the Capellan Confederation and St. Ives Compact showing any interest. This again allowed the FWLM to rapidly upgrade its armor units faster than its neighbors.

The Free Worlds branch of Earthwerks Incorporated invested heavily in producing Field Refit Kits.

Hanse Davion promised Theodore Kurita that no Fed Com units wold cross the border. In order to keep that promise and provide military support to the DC at the Battle of Luthien, Hanse sent the crack mercenary groups of the Wolfs Dragoons and Kell Hounds to aid the DCMS.
