Tonnage changes with decimal places will not have the changes properly viewed when using Ferro-Fibrous or Endo-Steel

Steps to Reproduce
1. Boot the game.
2. Login to the game.
3. Change armor rating on a hardpoint.
4. Observe decimal value of tonnage.

Notes
Armor upgrade required.

Workarounds
None Known. (Niko says Denominators always got me down)
