Elite skills such as the speed tweak do not adjust values indicated in hot tips.

Steps to Reproduce
1. Boot the game.
2. Login to the game.
3. Unlock any elite efficiency
4. Launch a match.
5. Observe effect of skill is not as described.

Notes
Speed Tweak is roughly 107.5% rather than 110%.

Workarounds
None Known. (Niko says: My gym teacher always asked for 110% too)
