Posting my mental notes before I forget here.

AMD rig using an nvidia 560ti. CPU upgraded from 4100fx to 8320fx.

4100fx
  • Overclocked to 4ghz
    • Game FPS drops to single digits at times.
      • 60fps on countdown timer
      • <20fps while in combat
    • Somewhat playable on "low"
    • Loading game from RAMdisk sped up load times, but no FPS gain.
      • CPU seems to be bottlenecking the game?
  • Stock settings
    • Increased load times.
    • Gameplay seemed more sluggish.
    • No notable change in FPS.
  • Disable cores 3 & 4
    • Windows reports 1 core and 2 logical processors.
    • Gameplay didn't seem any different than stock (2 cores and 4 logical processors).
8320fx
  • Stock settings

    • MWO runs shockingly better.

      • 70 to 90fps on countdown timer

      • Haven't seen it dip below 25fps in combat

      • I may be able to lead my targets now.

      • I could be playing but instead I'm posting this...

I'm just OC'ing my watercooled FX-4100 to 3.9GHz and don't experience the low FPS with that CPU that the OP has. I have 16GB RAM (F3-12800CL9D-8GBRL ) on an ASUS M5A97 mobo and use a single GTX560Ti Fermi superclocked (with an Arctic Cooling Twin Turbo cooler)

Do you have your windows OS set for performance, appearance or balanced?
