I had a thought, and it has been hinted to in other threads that ECM should be more active.

That got me thinking, and it may not be Canon, but here it is:

ECM has a strength level comparable to your state and other counter states:
1.) If standing still, works as it does now.
2.) When moving, the sphere of influence degrades to your mech alone (could be a graded change in influence based on speed, so if your traveling slow enough, you could cover a 20-30m radius and fluctuates accordingly): this simulates power needs with noise distortions like hiding in the shadows while screaming, "I am over here!" - A 140km mech with ECM should not be so hard to spot or lock on while one standing still would be especially when terrain is taken into account.
3.) Lock-on ECM against a particule opponent might make counter ECM less effective, like playing off each other.
4.) When ECM and ECCM meet, depending in the above concepts, these spheres of protective influence fluctuate.
5.) Terrain and not just line of sight per-say; trees in the way, water affecting signal strength, mechs in front of you, etc.

These kinds of changes would make it more "balanced" as BAP, TAG, and NARC would become useful again as there would be variable changes in protective influence based on active/couscous decision making of the pilots, thus making these other modules have chances to be effective.
