what are they doing counting wins and tallying it up by hand?

It's 30 minutes so that any matches that are currently going will be completed before it ends. Those matches will count towards the planets flipping.

They also use this time to inject any hotfixes.

It's a good problem to have when users of your product complain about waiting 30 minutes of scheduled maintenance time.
