Hi I looked but could not find if this a help for Streak SRM, they are a projectile after all just no mention I can find.

No, they're not counted. Projectiles are autocannon rounds and PPC bolts. Missiles aren't counted.

For streakboating, you want an Active Probe instead. This jams enemy ECM, and lets you fire on ECM users.

^ and tag is an add-on option to increase the lockon speed , and even though it isn't documented artemis upgrade will speed up lockon time while adding no extra tonnage to the ssrm launchers .. though it will add +1t for every other launcher you equip, still not a problem if you only go with streaks.
