So I learned that if you carry ECM AND a begal or active probe the probe will not cancel another ECM forcing you to turn off your ecm to counter other ecm.... this is a terrible idea especially if your fightin a team of mechs who could shoot you the second your ecm turns off.

Would you believe that there are many 'Mechs in MWO that must do without having any ECM at all?

Even if this player exists somewhere else than in your head, what they say is just false.

My best performing mechs don't have ECM.
I don't even mount ECM on ShadowCats, because often the trade off isn't worth it.
As I often say, ECM doesn't stop gauss slugs.

There are mechs without ECM. But very few if any players play with them anymore, not the least reason being most of the mechs have at least one chassis that has it that can do everything they like about the non ECM carrier version. There aren't a lot of mechs left in the game without it in comparison to only a few years back, either. Also sniper "meta" relies almost as heavily on use of ECM to help avoid detection as it does long range, relatively high damage defacto hitscan weapons and the use of concealing or covering terrain.

would you believe any mech can carry a probe but if you combine it with ECM it's usefulness diminishes? People complain about ECM being too OP and I'm suggesting a slight nerf to ECm to allow Beagle or Clan active probe to cancel one ECM while you also have ECM...
