Sarna doesn't help, but it looks like some kind of lower league Solaris only for Capellans.

Quarterly 'Mech Games

To attract foreign cash as well as to test new battle techniques, Chancellor Maximilian Liao personally sponsors quarterly 'Mech games on the planets New Hessen and Westerhand, similiar to those on Solaris. Attracting thousands of spectators both from within and without the Confederation, these games serve as a welcome relief to the mundane routine many Capellans endure during most of the year. They also offer ready-made "shopping-centers" for the recruitment of new MechWarriors for Capellan mercenary units At such times, it is customary for Capellan military units to compete for team prizes and individual awards, and the games als serve as unit evaluations.

I guess some Warrior Houses might feel these games run contrary to the tenets of the Lorix Order.

Well I'll put my limited Liao knowledge to use now that Ghost has vanished.

You are closer then you think.

Westerhand is the Liao version of Solaris, it was supposed to be a planet where the best of the competed with each other.
However they weren't quite as spectacular as initially intented, this caused all the talented warriors to go to Solaris instead. This left only mercs and wannabe warriors instead.

Interest in Westerhand has made a comeback in the 3050's IIRC. Numerous elite warriors started fighting in the arena's again. The warrior houses want Westerhand to be spectacular again, so they expect all the wannabes to be purged.
