The AC/20 still misses despite a hit indication by the explosion, especially at point blank range. This has been a problem since CB. I suspect that all ballistic weapons save the AC/2 and Gauss suffer from this.

All ballistics and PPCs use the same model, if it was happening it would be happening with them as well.

maybe you had a lag issue?
I know gauss is still hitting no problem just got killed by a dual gauss phract not long ago on alpine.

Definitely a netcode problem, I suffer from this too, and going by what I see in spectator screen, it's lag. I will watch them consistently miss on my screen, but all hits register. Also, I have stood face to face with opponents, and alpha'ed, with no hits registering. It's a frustrating disadvantage.

The other day, I was in my PPC Stalker, firing at a slow-moving heavy. He was fighting my ally, moving incredibly slowly, and I pumped five salvos into him, each one clearly impacting against him, yet his model never showed damage. I had 95 ping, he had low ping as well. Eventually my shots started hitting him again, and we won. it was really weird.

You can not judge anything from spectator screen. Everything is lagged and you get no hit indication. What you are seeing is not what is truly happening.
