Should tag "light up" a shutdown mech?

In one game I was in there was a shutdown Cataphract in our base (assault) and I was constantly holding tag on him but he never was targetable. At least not until he powered up. I don't know what the TT rules are in this situation but I would have guessed that as soon as I hit him with tag he would have been targetable.

BTW, it seems cheesy that a powered down mech counts as base cap.
