The hardpoints are pretty awesome as they are, and while I wouldn't mind just seeing how the limited crit hardpoints works I think currently things are pretty balanced as far as pure hardpoints are concerned. The perceived imbalances that I currently see are mainly due to external factors (ECM and Catapult torso twist range are top on my list)

I don´t like the proposed limitations OP suggests.
But the whole Hardpoint layout definately needs tome tweaks.
Imho Subcategorical restrictions to the Hardpoints are the way to go.
e.g.You have a Hardpoint and than you have a list of weapons you can fit in this single Hardpoint.
An Energy Hardpoint doesn´t mean you can put all Energy weapons in it.
No AC/20 in what was originally a machine gun.
No PPC in what was originally a medium Laser.
