Good suggestion unless, of course, you do it from behind. Since they are shut down, they have no targeting data, so probably won't know you did it. If you kill them, then you can find out for certain.

I've had maybe 5-7 team kills in 1000 games. Accidental cross fire on a critically wounded mate... it happens. In heat vision it can be tough to tell which heat blob is in front (use your radar or don't fire). But then there was that time I rounded a corner, saw an overheated stalker (common sight!) and laid it flat with triple UAC5 fire at full rate and lucky me, no jams. ... and it was my teammate. But there were clues. Three teammates standing around the stalker NOT shooting it. My bad. My very very bad.

I think all friendly mechs should be clearly indicated in some fashion either when shutdown or ECM'd. They don't necessarily need to show up on your radar, but to not show up when your reticle is on them is just wrong. I really hope the devs address this at some point.

The game should automatically tag the 'Mechs with a team emblem or something when it launches.
Doesn't have to be fancy or anything, like a wide Yellow Stripe around the arm for one team, and a wide Green Stripe around the arm of the other team - something like that.

It'd be hard to tell from a distance, but when you're up close to a powered-down 'Mech you'd be able to see if it was on your side or not...

I've always either confirmed prior the shutdown mech is hostile OR if a team-mate is firing on a mech that is shutdown and I have not confirmed it, I take that team mate has already confirmed it. Works for me.

No no, leave it as it is. It makes it more fun that way :P plus it adds to the immersion.

I lost my friend/foe markers again yesterday.. and the mini-map still showed friend/foe in red/blue. I believe, but will need to test it to be sure, that the mini-map still shows powered down mechs in their proper color. Not sure if it does that for enemies, but I was standing next to a friendly that went down and still saw his blue triangle on the mini-map next to me. Later I saw a red triangle on my map and rounded a corner that I thought put me close to it and fired on the mech I saw standing there (no friend/foe markers at that point).. turns out it was a powered down friendly.. as he powerd up I looked at my mini-map and realized I was shooting him, the enemy was still 100m away.

So.. the mini-map just might tell us what team that powered down mech is on.. if you see you're standing next to a blue triangle facing a mech that's powered down, that's someone on your team.. if there's no triangle or it's red, that should be an enemy.
