So it turns out I can only kill noobs who stand still. Because recently I've been getting matched with people who actually move around, and I suddenly can't kill anything.

This Elo system doesn't just match new players against new players (which I'm guessing is the problem you're having). It seems to mix new players with good players on a team at times to balance against an enemy team made up of the same combination or sometimes all average players.
The system is not at all new player friendly and really should only use new players in matches teamed with and against other new players.

The Devs have mentioned starting new players at a super low Elo or something to segregate them from the rest of the community for a while. This is a good idea.

Yup. Originally, they introduced everyone in as "neutral/average" and it regularly placed brand-new players alongside those who are the "average" quality of player thus far. I think it'll be very good when they start introducing players at a lower peg.

Normally I'd say ELO hell is a myth dreamed up by noobs, but with 8 player matches and individual player impact being as low as it is (no snowballing, no quick kills), and with no information to judge our performance by, it's just about possible here.

ELO is a stupidhead, although I fear I am put with new players sometimes because there isn't enough of a player pool. I wonder how many new players stay over 100 matches.
