Maybe you're just moving your way up through the scrubs? A single persons anecdotal evidence doesn't really signify a broken matchmaker.

On top of this, the MM has been known to work off of aggregate team ELO rather than individual ELO. The other team probably had one good player with the rest of the match being 14 scrubs.

To do the calc, you want long term data based on current game mechanics. They can use the previous data to build the statistical model to run their ELO. However, basing ELO on data that are months old, especially with the wild swings in game mechanics would give a very poor ranking system. Especially for players who have 2K+ games under their belt.

My ELO bracket is off now. I've pugged exclusively 2,600+ matches and my K/D ratio goes up a hundredth place every 7 or 8 games. I should be equalizing out relatively soon but its not the case. I'm not a super player, however due to the bulk of the games I've pugged its lowered my ranking and its taking time to climb.

It would make a lot of sense when the game is out of BETA to do the stat wipe and wipe ELO.

They're not basing ELO on your months old W/L ratio or KDR or anything like that. It only counts matches after the February 5th patch.

Hah, its based on recent stats then they need to go back to the drawing board.

Didn't you just finish saying that they needed to wipe stats (also read as: only count recent stats) because tracking old stats would create issues?

It's not looking at your "W/L" number on your stats page, no matter when the tracking starts, so it doesn't matter if it doesn't move much. You should probably just go read the command chair writeup at this point.
