This was done in a previous mech game, MechWarrior 3.
It came down to nothing but 400 XL, 16 ER Small Lasers on a max armored Strider (40 ton mech based off the Cicada). AMS wasn't needed. ECM wasn't needed. Just speed and a ton of Small Lasers. Occasionally you'd see an Annihilator with 2 UAC20s, but that was largely inferior to the boating Strider.
I will say this, without league play, MW3 would have had a very small presence on the net because of that. The current system in MWO is much much better than that.

I totally agree and realize this fact this is why I say to keep the Hardpoint numbers just allow the locations to change, I've seen far far too many crazy fits in my time to do away with HP's (the 24 med laser Atlas 12 in the right torso, 12 in the left torso the rest is heat sinks >.< )

Basically what you are asking for is an omni mech which the clans have. They could fit anything anywhere they wanted, on the fly. The omni mech's gyro is also clan tech that can handle the different payload weight being distributed as the pilot wants. http://www.sarna.net/wiki/OmniMech
The mech lab we have now is really free compared to what the innersphere should have at this point. The most you should be able to do is take out a weapon system at great cost, and add more armor or so. Remove heatsinks for double heatsinks, at great cost. Engine swap? What you talking about? Changing your structure to endo steel? are you crazy?
What everyone wants right now is an omnimech, which wont come out till the clan invasion...
(PS: not going to touch ecm and other support equipment... I think every mech should have the ability to take it, but not sure what lore says about that one.)

One of the gaming magzines back in the day did a feature about a player who stuck every weapon on his T-Bolt on one arm/shoulder. Got awesome shot concentration... until the DM got pissed and decreed his arm melted off at the shoulder from localized heat buildup. "That heat sink in your left leg ain't gonna do you much good when you just fired three straight 30-heat alphas, stumpy..."

I'd like for the locations to stay the same actually. It makes two mechs with similar weapon hardpoints very different from one another. A missile point in the arm makes for a good SRM choice. Where torso is more suited to an LRM.
And I'd like to see ECM still restricted to certain mechs. If we ever get scrimmage play. Than those mechs could be higher rated (worth more to kill in ladder based leagues, or more expensive in planetary). I really could care less about balancing things for pub matches. They will not keep this game going in 2014-15.

Hmmm maybe not to the omni mech level but it would be nice if we could use a module slot to Shift or Add a hard point of our choosing
