No I am afraid he is one of yours, his name is not on the manifest from Migration Ship from Kaetetôã ...and he is also a member of Steel Jaguars as noted by his Banner.
When you are going to be a bigot and denigrate someone for being different than you because you are of different species, please make sure you aren't actually the same species first.

In one sense we are all Capellans and Broceratops is proud to stand alongside his goon brothers. However if one were to be specific Broceratops does not squawk. Broceratops does however enjoy the occasional 'sqak', which by his research is approximately 33% more efficient and gets similar results.

Ive seen a few goats with that exact smirk, but they all had longer ears.
