[Teenage Mutant Ninja Kerensky]

Get rid of ecm in its current form. instead split it into 3 modules: ecm cloak, ecm distrupt, and ecm counter. with consumables coming there needs to be something to compete for module space, because honestly the modules we have now really aren't that exciting. maybe even take away thermal/night vision and turn that into a module. or remove advanced zoom module, and put in a different one where you can only zoom in past x2 if you have the module installed.

this way everyone would be able to have ecm, not just the raven-3Ls and the atlas-DDCs. only they would have to use it with limited functionality, or sacrifice other useful things like zoom, thermal, or consumables to get it.

edit: the leveling up feature could also be used. ecm cloak level 1: self-cloak only. level 2: cloak yourself plus the 1 closest teammate, etc.
