Because it drops the M3's ballistic point, Ams and ECM option for:
-X2 missile slots
-Endo Steel
-Ferro Fibrous Armor
-Cash Bonus
I mean, seriously - and it's only 2 mil more in C-bills.

Careful piloting should be enough to avoid most missiles.

And god help any assault you catch unguarded from behind.
No AMS forces you to use cover and play smart and patient. Which should be your approach on lights anyways now that you can be hit.

Only 10 points more than the 3M
My 3M's already fast enough to get to cover with ECM in counter already.
Really, cover and ECM are the superior LRM counters these days and AMS is nearly useless against SSRMs. I'm not overly concerned about the lack of AMS - that's valuable space and tonnage I could use elsewhere.

Second, I am not complaining, just noting the difference and asking for some opinions.

Even with AMS you will still be eating most of those missiles.

While the AMS is largely useless, it is the first and currently only mech without that option.
It makes speed the only defence against LRMs.
The removal of the AMS option wasn't compensated for by an extra module slot. Nor can it carry ECM.
XL, ES,DHS and FF included in the price were nice, but can be bought anyway. Lacking AMS option cannot be later worked around.
