optimal is to purely single fire exactly when standard cooldown finishes. you'll get 4.54 dps out of it that way
if you have an unresponsive mouse button or a bad connection, and are running into the jam-on-single-fire issue (basically the game thinks you're trying to double fire when you're really not), you're best off trying to double fire every single time. since the game is gonna give you a jam risk like you're trying to double fire, you might as well get the burst damage of double firing when it doesn't jame. with a 25% jam rate and a 5second jam, you'll get ~4dps out of it, with occasional runs of ~9dps
as far as when, during the cooldown cycle, is best to try to doubletap it, theoretically the faster the better, but any difference is pretty negligible

I wouldn't even bother worrying about maximizing your DPS.
If you have the time, fire once per 1.1 second. If you're red CT with no armor left, jam away. In short, play the circumstance, not trying to figure ideal dps. What good does having unjammed UACs do if you can't shoot them? I routinely blast away until they all jam and duck behind cover for a couple seconds to clear the jams. For a couple seconds you do damage nothing else can hang with, then you're out of sight and you and your enemy are both doing 0 dps. Same deal as if you were playing a mech with a heavy heat load where you would fire fire fire and hide to cool.

You wouldn't believe the damage you can crank out on Ilya before 3 UACs jam. I think it worked out to something like 15 damage per UAC on average, with 3 you average 45 damage. That's quick a bit of buttkicking to put on a target essentially instantly. Even if you're only following that up with 2-3 medium lasers you will kill more stuff than you won't with ~60 damage.
