Currently, arms aren't that useful. They have some use, but in the middle of a heated fight with so much movement you don't really have time to line up arms independantly to fire.
This makes mechs with arms at a disadvantage when using hills for hull down positions, because those arms stay low, firing their weapons from the hips. Arm weapons might as well be waist mounted weapons. Mechs like Catapults have a distinct advantage in this area since their arms are over their heads, so if they see it, they can hit it with their most potent weapons (usually).
My opinion is that arms should automatically raise and lower to being weapons up and over obstacles to fire on targets under the crosshair, if the current firing solution is blocked.

Most humanoid shaped mechs we currently have to have a bit of an issue holding them tight against the hips. I wouldn't mind seeing the arms elevated a little bit but the ability to move them independently like that would be very complex. Maybe just a switch that toggles between several vertical positions?
The thing is, too, that most of these humanoid mechs are primarily brawlers. The arms are placed in a manner to make them smaller targets, tucked safely into the mech's body. It's not that good for shooting over cover but they are not meant to preform that action. On the other hand you have the Jagermech and Black Jack. Neither has elbow joints and are both are built to fulfill the role of mid to long range direct support fire. With that in mind I think many are hopeful that their arms will be placed at a higher elevation to allow them to more effectively fire over terrain.
