It's still there, just greatly reduced. With ELO in place, it should be harder to sync-drop than before. Even if you're only going against 4 mans, they should have about the same elo as you. Or if they've been team dropping for some time they'll have an inflated elo, meaning they probably won't have as much individual skill as their opponents.

My own experience bears that out. Before phase 3 I encountered a lot more pug stomping, and I'm a fairly average-skilled player.
