I would like to introduce an option for a winning team to continue after first battle without Repair/Rearm. If they win the second match, they get double C-Bills and XP, and the option to continue and win match #3 for a triple of those, etc. This would present some challenge to guru player teams, who otherwise tend to win 0/8.
It could be decided on a per-player basis, so each player decides if they want to R&R. If not, they get more reward in the next match. Until destroyed of course, then you cannot continue.
If double and triple does not sound tempting, modifiers can be increased. As an additional option, modifiers can be proportional to the amount of repair/rearm you perform. For example if you only rearm, and the cost to do it is 10% of the total repair cost, you get 1.9 modifier for the second match.
I know R&R was removed from the game, but it does not prevent such calculation from happening, exactly for the purpose of assigning C-Bills and XP bonus.

This has some issues, though - e.g. it's impossible to do in pugs, and only works with stomping.

I agree, PUG matches make the outcome more random in this case.
You can try to introduce higher rewards for PUG matches, see if it helps.

I'd rather say the problem with pugs is - they're not a team. I.e. some might want to continue w/o R&R, some might not; some might even exit the next match. (+ again, IMHO it'll only work with one team being far superior to the other one = stomping waves)

This is why I suggested this feature to be possible to decide per player. So every player decides for themselves, would be useful in PUG.
