You need to unlock all the basic efficiencies for three variants of a chassis before you can get any of the other levels in any of them. If I unlock all the basics for a mech and sell it, will the mechlab still remember that they're unlocked?

yes. your efficiencies stay unlocked even after you sell

It's worth noting that, if you sell the mech before you've spent the XP, you can't spend it on that mech unless you buy another one.
