3M is a great mech and in my experience, cicadas easily overpower Raven 3Ls (since the patch) if they invest heavily in a sustained laser damage. My advice would be that you need a 300XL engine (280XL minimum), and I say that when you are mastered. Cicadas MUST be fast and they MUST use XL engines, endosteel, ferro fibrous and double heatsinks. Think 130 KPH minimum and you are about right.

Now on to build. You need to be able to beat ravens and light mechs 1 on 1, and deliver a large amount of damage in a short period of time to individual sections of a mech. You won't be burning down Stalkers at full health unless they are terrible players or in trial mechs. You also only have 4 worthwhile hardpoints, 2 of which are in the lower stomach and so are of lesser priority since they tend to hit the ground or otherwise get blocked.

Therefore I recommend either 4x Medium Pulse Laser and a 330 XL from the X5, or 3x MPL and a LL with a 300 XL.

If you must have at least dual Large Laser, put them in the left and right arms, and 2 Small lasers in the stomach for that extra kick to laser off side torsos/legs at a high rate of DPS. This is a great build in fact and I would highly recommend it, good heat efficiency, range, up close punch and a speed of 1337 KPH ;)

In a light mech, leg armor is at a premium

Guess it's a good thing the Cicada is a medium.

It's an overweight light. However, Cics are easy to kill the CT than to leg, unlike the Raven.

May be reviving a dead thread, but i wanted to chime in.
Allow me to offer, in my opinion, a better build alternative to yours.

Still get your 2 Large Lasers, a medium for medium to short distance, and a small that in more instances than i can count will be the straw to break the camels back when all other weapons are recharging. Plus it's much faster with an XL300. Enjoy!

PS. Don't put the ECM in your leg, it will get disabled fast. Cicada legs are damage magnets.

Cics CTs are easier to shoot at than their legs.

They're also more heavily armored :)

**EDIT
Well, depending on how you armor out your center torso. I can see where there are instances where a Cicada's legs will have more armor than the front of the center torso.

When your leg gets that much damage you're on your way out anyway.
