Of course they were made with the goal of earning money. This is a business. But to be P2W you need to offer an advantage to the people that spend real money, other than convenience. The consumables in MWO are equal despite how you purchase them. Well, once you have unlocked the "Skill" to upgrade your MkII versions of the items.
The first proposal was flawed because it offered a clear advantage to the paying player. The new version does not have that advantage.
If MWO is going to survive then it MUST have steady income, and the more ways for people to spend their money the better. If you do not like to spend your money then you don't have to. And you will still have access to the consumables, with no reduction in power. It will just take longer.
Edit: I am not in favor of consumables and I would prefer that we did not get them. But I also live in the real world. I would rather have an Mechwarrior game *with* consumables than no Mechwarrior game at all. And they are coming, there is no changing that.
