Ideally, you should "add" extra modes, work out the popularity from data, then decide if you want to "remove assault".
But yes, i think a standard TDM mode would overtake assault on active numbers.

capping is part of the game. the fix is the same as for many playstyle problrms teamwork. even in ppugs you can team play.

The pole is broken. There is no learn to defend your base option.

This is a VERY volatile topic...on one side u have those who activly cap to have fast matches for what ever reason ..usualy exp/cbill grinding. And then u have those who want to fight and have fun. Problem is nether side is a minority really.. i doubt it will end up like 20/80. it will be close maybe 60/40 on one sideo r another ..more than clsoe enough for PGI to take notice tbh.

Anyway i think the OP has a good idea tbh, its a half way point between those who want caping removed from Assualt ..and those that want it left in.
If both sides take a step back and concede to a middle ground i think this might work ..but thats alot to ask on a online forum were, lets face it ...people rarely concede a point <_<
