Why Do I Stop Every Time I Chat And Open A Menu?

The title says it all. Every time I press b, tab or chat to anyone my mech stops moving. This appears to be a new thing with the patch. Things get really dificult when your base is being captured and you want to communicate with your team while sprinting to its defense. Is there a way to get rid of this issue? Or is everyone experiencing the same thing?

Note before posting: I HAVE THROTTLE DECAY TURNED OFF!
