Make 2 types of ECM that cannot be used at the same time:

ECM1-Antiradar for the mech wearing it only as in no bubble
counterable by Tag, NARC, BAP and PPC

ECM2-Disrupt bubble of 180m , inside it all friendly mechs are hard to be locked on and enemy machs are easy to be locked on. Never fully couner missile locking
Counterable by Artemis, NARC ECM2 and PPC

ECM is designed to counter NARC, Artemis, BAP, and C3 (which has a built in TAG). All of these pieces of gear give you bonuses to target/hit in one way or another. ECM was not designed to disrupt your basic sensors and lock-on's, though. Nor does Guardian ECM (the version available at this time in the timeline) block Streaks. ECM in MWO is FUBAR. Make it work the way it should, allow all mechs to take it, and the game is all-of-a-sudden balanced once more.

Suggesting that PPC's, NARC, TAG, and/or BAP penetrate and counter ECM is also FUBAR, because ECM was designed specifically to be a counter to those systems (except PPC's which have no effect on electronics at all).
