I knew but it's extremely counter-intuitive. I also think it made more sense originally - engine DHS were 1.4 (or 1.0), and external DHS were 2.0.

Also, I think I've read that each 'mech has inherent heat dissipation of 30. I am not sure how much that affects things, though, since it seems like each 'mech generates heat just from moving.

Not heat dissipation: Heat Capacity. That means you can go to 30 heat even if you had no heat sinks at all before you overheat. (But having no heat sinks at all in this scenario, you'd never cool off and are then permanently overheating.)
