Dislike button is the lazy-mans trolling.

Positive enforcement is not used in particularly often, and people usually only click "like" if they sincerely mean it.
Negative enforcement is used more or less completely at random and people will be throwing dislikes left and right.

Any argument about how people will randomly hit dislike to troll is a non-starter because like/dislike is a trend statistic anyways.
Example: Post with 5,000 views and 50 dislikes and 10 likes ... vs a Post with 1,000 views with 15 dislikes and 5 likes. And then factor in that the average dislike to like ratio is X and is then further adjusted by the number of views (more/less views skew the ratio). It turns into a numbers game that the average user isn't going to fathom because they don't have the stats report from the site as a whole.
I would favor a dislike, but only if it had consequences, like making the post harder to read. The challenge with the system is that it has to be a "factor" value based upon the number of views, the number of responses, and the average of like to dislike in the thread itself. If done well, it can be very useful. The issue is getting somebody with enough statistics moxy to write the weighting logic, and then to monitor / tweak it till it's right.
Probably not gonna happen.

TL;DR: It promotes discussion having to directly tell a guy you think he's wrong instead of simply neg-repping him and leaving.

Sorry for being completely OCD, but from a psychology standpoint there are two ways to modify somebody's behavior: reinforcement and punishment. Reinforcement makes them want to repeat the behavior while punishment wants them to stop doing it. Positive for either of those means to give them something and negative means to take away. "Negative reinforcement" being used to discourage behavior is a common misconception (it actually does the opposite by definition!). Here is the complete breakdown:
Reinforcement
Positive: Give them something good (i.e. a cookie)
Negative: Take away something bad (i.e. taking Advil for a headache removes the unpleasant headache, therefore making you want to use it more)
Punishment
Positive: Give them something bad (i.e. spanking)
Negative: Take away something good (i.e. cell phone privileges)

The forum moderators and PGI's official stance has always been that the forums should be positive (*suppresses laughter after seeing the state of general discussion the last 6 months*) and that a dislike button would not be conducive to such an environment.
I, for one, don't want it. Even though there are lots of unpopular ideas and users, this button could be abused in order to target individuals and create feelings of hostility on here. Just imagine ordering your 300 person mercenary company to log on the forums and dislike every post Member A makes...Member A, while however deserving/underserving of such treatment, might not appreciate the gesture.
A lot of people talk big game on the internet, but you never know who is behind the avatar and what that negativity can do to them.
