I tested this on a few mechs and it occurred with all of them to varying degrees. I found if I fired my weapons exactly at 0% heat it resulted in several percent more heat then firing after being at 0% for a few seconds. On a stalker with 6 pccs the difference was 73% if I waited, and 77% if I fired immediately on hitting 0%

This was only occurring at 0%. On a map where you never drop all the way to 0 every shot always generates the same about of heat.
