opinions on whether tag or arty should affect the damage of arty/airstrike?

Artillery and Air-strike are both area-effect and area-denial weapons. They are supposed to target an area, not a specific enemy 'Mech. So no, TAG and NARC shouldn't affect their targeting at all.
