I will go for legs when I'm flanking someone who has a stripped leg (and it doesn't hurt to test-fire their leg to check for thier leg armor levels!), but if I'm fighting head-on, legs are poor target and even if they have ammo in the leg, there is no guarantee of a kill. Your CT will kill you no matter what you have or have not put in there.

In TT there are several variants with ammo in the legs. Its not straying from canon or anything. besides, the most you can put is 4 tons. those double AC/10 builds run out of ammo before half the match is over. And if it really annoys you OP, just shoot the legs (which most people under-armor anyways) and laugh mercilessly as they gimp around with no ammo.

Try fitting 1,000 - 2,000 rounds of guided missiles ANYWHERE in an upright walker. . . along with a magical feed system that reloads multiple 15 or 20 pack launchers in seconds.
Really guys. . . ammo in the legs is the least of the realism problems the game has. Just accept it as a game and move on.
