Mwo Cpu Usage, Why So Low And Different Between Os (Desktop), And How Does It Affect Fps?

I run a dual boot machine with XP 32bit and Windows 8 64bit.

Operating System: Windows 8 Pro 64-bit (6.2, Build 9200) (9200.win8_gdr.120926-1855)
Language: English (Regional Setting: English)

Processor: Intel® Core™ i5-3570K CPU @ 3.40GHz (4 CPUs), OC ~4.2GHz
Memory: 8192MB RAM
Available OS Memory: 8154MB RAM
Page File: 4039MB used, 8722MB available

Card name: AMD Radeon HD 7950 3gigs memory.

On the XP, MWO may peak at around 15% for CPU usage (GPU around 50%) and providing at the most 40 FPS but averages around 25-30FPS during a brawl. And game play is not even close to being smooth.

On the W8 MWO will peak around 40% CPU while the GPU is around 40%, providing 60FPS constantly. It rarely drops from the 60 FPS.

The question is why is there such a huge difference in game play/FPS on the same machine? Both are running relatively same drivers for the OS, same game/video settings and no other apparent program running in the background hogging up CPU. Have verified MWO is running on all 4 cores.

During closed beta many, including myself, have pointed players to switch/use the Trial versions for Win7/8 but there was never any real discussion why there were such a difference in game play between XP and W7/8, only that there was.

Why is MWO utilizing so little of the CPU? And why is there a +100% difference between CPU on XP 32bit vs W8 64bit?
