Silly pun aside, are they implemented in game?
And if so what damages what better. I remember from the old mw days that certain weapons were better at stripping armor, damaging components, etc. If it is, where do I find this info?

Are Weapons Effects In Effect?

Machine guns , Flamers and Lb 10x are all - 'critical hit seekers'
(Flamers are only weapon that transfer heat)
while they may be inneffective for damage they are better to critical a internal component because of balance changes
Aside from that i honesttly don't know where to look up these stats sorry

Plus PPCs negate the effects of ECM (if you hit the mech with the ECM installed).

UI 2.0 will have places to deliver all the info you need on effects. Until then there's always Smurfy.
http://mwo.smurfy-net.de/
Choose a weapon type, then hover your mouse over the i's the +'s and so on for additional info.

I can't check smurfy now as I'm on a smartphone.
But iirc, the lb10x was feared in mw for it's ability to strip armor and firing a laser at an opponent also increases its heat. Acs and lasers also cause differing amounts of damage to armor and components, I think with ac more effective vs armor.

There is no difference between weapon types causing more or less damage to armor. In the tabletop there were alternate armor types that had modified weaknesses/resistances to certain weapon types, but we all have standard armor.
All damage strips armor equally. All damage strips internal structure equally.
Flamers. MGs, and the LBX10 cause additional damage to items/weapons when they roll a crit (this has no effect on the actual internal structure but does destroy weapons, heatsinks, etc more efficiently)
Lasers do not transfer heat and never did.
