1) I have 3 different mechs (2 lights and a medium) all with the master level unlocked but not yet purchased. The master level is yellow coloured and I could spend GXP to complete it. In each of these cases I have only completed the Basic level 8/8 in two other variants for each mech. I did not do any Elite level skills on any of the other variants. In this case, I no longer own any of the other variants since I only played them sufficiently to unlock the master level on the one variant that I was interested in.
2) I have 3 Stalkers at the moment as welll ... Stalker-3F, 5S and 5M. The 5S and the 5M have completed 4/4 at elite and the 3F has completed 8/8 basic. In this case the master level is still greyed out for the 5S and 5M. I do not have the option of spending my GXP to complete the master level for these mechs ... even though I have completed the Basic level 8/8 on all 3 and the Elite level on 2/3.
There is clearly a bug.
EITHER one only needs the Basic proficiencies on 3 variants to complete the master level in any specific variant (in which the case the second example is a bug)
OR you are supposed to complete Elite 4/4 on 3 variants to unlock master (in which case the first example is a bug)
The only difference in the two cases is that in example 1 ... I do not own three variants for each of the mechs ... I sold them as soon as master was unlocked ... just like a lot of other folks ... since the other variants were much less effective.
So how is it supposed to work? What have other folks found as the way to unlock the "master" level of a mech? Unfortunately, for myself and possibly many others, if example one is the bug it would cost millions of cbills to re-buy mechs and a lot of play time to level them up.
